Junio C Hamano 8cc393068a [PATCH] Install tools with "make install-tools". ...

Match the main Makefile by separating COPTS from CFLAGS,
defining INSTALL, prefix, and bin.  Add a new target 'install-tools'
to the main Makefile to install them.
