Now that the default value for TEST_PASSES_SANITIZE_LEAK is `true` there
is no longer a need to have that variable declared in all of our tests.
Drop it.

The `OPT_FILENAME()` option will, if set, put an allocated string into
the user-provided variable. Consequently, that variable thus needs to be
free'd by the caller of `parse_options()`. Some callsites don't though
and thus leak memory. Fix those.

The third test "apply --build-fake-ancestor in a subdirectory" has been
broken since it was introduced. It intended to modify a tracked file named
'sub/3.t' and then produce a diff which could be git apply'ed, but the file
named 'sub/3.t' does not exist. The file that exists in the repo is called
'sub/3'. Since no tracked files were modified, an empty diff was produced,
and the test succeeded.
Correct this test by supplying the intended name of the tracked file,
'sub/3.t', to test_commit in the first test.

Commit dbd0f5c7 (Files given on the command line are relative to $cwd,
2008-08-06) only fixed git-commit and git-tag. But, git-apply and
git-fmt-merge-msg didn't get the update and exhibit the same behavior.
Fix them and add tests for "apply --build-fake-ancestor" and
"fmt-merge-msg -F".
