Merge branch 'rs/tag-wo-the-repository'

Code clean-up.

* rs/tag-wo-the-repository:
  tag: stop using the_repository
  tag: support arbitrary repositories in parse_tag()
  tag: support arbitrary repositories in gpg_verify_tag()
  tag: use algo of repo parameter in parse_tag_buffer()
